Africa

India is always willing to share its experience and expertise with other countries of the world, specially the countries of the developing world. The cooperation between India and African countries has strengthened during the last few years.

The Department of Electronics and Information Technology has been implementing ICT projects in various African countries for several years. Some of the projects undertaken by the Department in Africa include Kofi Annan Centre of Excellence in ICT at Accra, Ghana; Cyber City Project at Ebene, Mauritius. Feasibility studies for setting up of IT Centres in various African countries have also been carried out.

Ghana

  • India has set up an Indo-Ghana Kofi Annan Centre of Excellence for Communications and Information Technology at Accra, Ghana to cater to human resource development in the IT sector. The Centre is operational since December 2003. Facilities like data communication & networking lab, hi-tech computer labs with server, class rooms and distance learning lab with video conferencing and satellite connectivity have been established at the Centre. The project was implemented by C-DAC. About 2500 students have been trained in the Centre, so far.

Mauritius

  • India has developed Ebene Cyber City at Mauritius in April 2005. The Cyber City is operational since then.
  • It is spread across an area of 172 acres of land, office space of over 42,000 Sq M with seven functionally specific zones and cyber village. The Cyber Tower is fully occupied. The project was implemented by STPI from the Indian side.
  • Many Indian IT companies, like Infosys, Hinduja TMT Ltd, Pentafour Software, Satyam Computers etc have their presence in the Tower.
  • The Cyber Tower was declared as Intelligent Building of the year 2005.
  • An MoU between CERT-In and National Computer Board of Mauritius was signed for Cooperation in Information Security in March 2009.
  • An MoU for setting up of Mauritius Public Key Infrastructure (PKI) based on the Indian PKI model was signed between Controller of Certifying Authorities (CCA), India and Information Communication Technologies Authority (ICTA), Mauritius in February 2009.
  • An MoU between STQC, India and NCB, Mauritius was signed in July 2010 in the field of Information Security and IT Service Management.
  • An MoU between NICSI, India and Ministry of Information and Communication Technology (MICT) of Mauritius was signed in March 2010 to foster cooperation in the area of information technology. In pursuant to the MoU, an India-Mauritius Joint Task Force was set up to implement the e-governance projects by NICSI in Mauritius.
  • Third meeting of the Joint Mauritius India Task Force on e-governance was held in Mauritius during March 2012.

Tanzania

  • The Government of India has set up a Centre of Excellence for Communications and Information Technology (CoEICT) at Dar es Salaam, Tanzania in May 2011. The project was implemented by C-DAC.
  • The Centre is catering to the capacity development in IT sector and has PARAM upgradable Super Computer, Data Centre and State-of-the-art training facility. The Centre is also connected to 10 Community Information Centre (CIC) at various locations in Tanzania using VSAT to offer citizen centric service viz. telemedicine, e-learning etc.
  • The Tanzanian Government has provided physical infrastructure of the project like land, building, electricity, water and the requisite manpower, whereas, the technical infrastructure, course curricula and training etc. were provided by the Indian side.
  • 719 students have been passed and 113 students are currently enrolled.

Seychelles

  • India-Seychelles Centre of Excellence in ICT (ISCEICT) was set up by Government of India at Mahe,Victoria in April 2011. The Centre caters to the capacity enhancement in the area of Information Technology.
  • Around 50 students have been trained so far and around same number of students are currently undergoing training for long term/ short term duration.

Lesotho

  • India-Lesotho Centre of Excellence in ICT (ISCEICT) was set up by Government of India at Maseru, Lesotho in March 2011. The Centre caters to the capacity enhancement in the area of Information Technology.

Tunisia

  • For furtherance of bilateral cooperation between India and Tunisia, an Indo-Tunis Joint Working Group (JWG) on Information Technology was formed. The first meeting of JWG was held in March 2009 in Tunis. Technology Park, e-Governance, R&D and Info Security were identified as areas for strengthening of cooperation in ICT.
  • An MoU between STPI and Elgazala Technopark, Tunisia for cooperation in the field of Communication & Information Technology was signed in March 2009 on the side line of JWG meeting.

Namibia, Uganda, Zambia

  • To make a significant contribution to improving elementary education and life skills of children, especially those in disadvantaged communities in rural areas and urban slums, Hole-in-the-Wall project has been implemented in Namibia. The project depicts that even uneducated rural children can learn information gathering, knowledge acquisition and skills development.

South Africa

  • The first meeting of JWG on IT was held in November 2011 at Pretoria, South Africa. Both sides discussed furtherance of cooperation in e-Governance, Cyber Security, skill development and capacity building, digital repository, FOSS etc.
