Software Technology Parks of India (STPI)

Introduction:

Software Technology Parks of India was set up in 1991 as an autonomous society under the Ministry of Electronics and Information Technology (MeitY). STPI’s main objective has been the promotion of software exports from the country. STPI acts as ‘single-window in providing services to the software exporters. The services rendered by STPI for the software exporting community have been statutory services, data communications services, incubation facilities, training and value added services. STPI has played a key developmental role in the promotion of software exports with a special focus on SMEs and start up units.

STPI has been implementing the Software Technology Park (STP) scheme and the Electronics Hardware Technology Park (EHTP) scheme for the promotion of IT/ITES industry. The phenomenal success of the IT-ITES industry has been possible, inter-alia, due to pivotal role played by the STP Scheme. STP Scheme is a unique scheme, designed to promote the software industry and growth of startups and SMEs without any locational constraints. As present, more than 3,800 units are registered with STPI.

The overall exports done by STPI registered IT/ITES units increased from Rs. 2, 26,712 crore in 2011-12 to Rs. 350,680 crore in 2016-17.

STPI Centres

At present, a total of 58 STPI centres/sub-centres are operational across the country, out of which 50 centres are in Tier II and Tier III cities.

STPI is working closely with the respective State Governments/local authorities for creation of more space, equipped with state-of–the-art infrastructure facilities, for development of the software industry and increasing exports.

Services:

The main services rendered by STPI for the IT/ITES/ESDM industry are statutory services, incubation facilities, data communications services which inter-alia are as under:

  • Statutory Services

    STPI has been implementing the Software Technology Park (STP) scheme and the Electronics Hardware Technology Park (EHTP) scheme for the promotion of IT/ITES industry. The phenomenal success of the IT-ITES industry has been possible, inter-alia, due to pivotal role played by the STP Scheme. STP Scheme is a unique scheme, designed to promote the software industry and growth of startups and SMEs without any locational constraints. At present, more than 3,800 units are registered with STPI.

    During the FY 2016-17, IT/ITES export made by STPI registered units are Rs. 3,50,680 crores and Electronics Hardware export of Rs. 8,554 crores under EHTP scheme.

  • Incubation Facilities

    Business and technology incubation stimulates the growth of startups. STPI is offering ultra-modern office facilities to small units and entrepreneurs. Plug-n-Play facilities for startups enable short gestation period. This has encouraged many entrepreneurs to start their own operations and grow in a competitive environment.

    Incubation services of STPI include:

    • Ready to work office-space with reliable internet connectivity at attractive tariffs. To propel the growth in IPR generation, Product Development and R&D, such incubatees are treated as preferred category
    • Associated services (e.g. phone, VC/conference rooms, back office etc.) on usage basis
    • Opportunities for participation in events and promotion through STPI websites
    • Access to tools, labs, mentoring, marketing etc. where available
  • Datacom Services

    One of the STPI’s remarkable contributions to the software-exporting sector is provision of High-Speed Data Communication (HSDC) services. STPI has designed and developed state-of-the-art HSDC network called SoftNET for software exporters. Local access to international gateways is provided through point-to-point and point-to-multipoint microwave radios which has overcome the last mile problem and enabled STPI to maintain an uptime more than 99%.

  • Consultancy Services

    STPI’s strong domain knowledge, technology capabilities and process knowledge have laid foundation for offering these services:

    • Technology consulting and project management services to various national and international organizations
    • Providing services for building state-of-the-art communication network infrastructure, network management systems, data centres & network operation centres etc. for various state governments & central government departments
    • Providing operation and maintenance support for networks ranging from enterprise to e-governance

BPO Schemes

India BPO Promotion Scheme and North East BPO Promotion Scheme

STPI is the nodal agency for implementation of India BPO Promotion Scheme (IBPS) and North East BPO Promotion scheme (NEBPS) under Digital India Initiative. The objectives of the schemes are to create around 1.5 lakhs job opportunities for the local youths of smaller towns and also to attract investments in the respective regions for all round development. These schemes will help in creating right ecosystem required for the growth of smaller towns and bring prosperity to those locations.

The schemes provide financial support along with several special incentives like encouraging employment to women and physically disabled persons, setting up operations at other than State Capitals, promoting local entrepreneurs etc. upto 1 lakh/ seat in the form of Viability Gap Funding (VGF). The selection of eligible companies to set up BPO/ITES operations under IBPS is through online bidding process. Around 48,300 BPO/ITES seats have been distributed across state(s)/UT(s) under IBPS and 5,000 seats for BPO/ITES operations in North East Region under NEBPS.

Under IBPS, 138 companies have setup successful BPO/ITES operations for more than 100 locations covering almost all states and UTs.

Under NEBPS, bidders have setup BPO/ITES operations distributed almost all states of NER.

Orchid Techscape:

STPI has established “Orchid Techscape”, the state-of-the-art Technology Incubation Infrastructure in the year 2006 at Bengaluru in association with the State Government. “Orchid Techscape" is created to encourage the start-ups to own the Intellectual Property within India. It has successfully incubated more than 60 start-ups and most of which have become successful companies including TutorVista which is now 1200 Cr enterprise.

TechNEST Technology Incubation Facility:

STPI has established state-of-the-art “TechNEST Technology Incubation Facility” at Chennai in 2008 to help and nurture start-ups which are into innovative technologies. The incubation facility has built-up area of 24,000 sq.ft. The facility has successfully incubated 55 start-ups so far. These enterprises have developed products in niche areas like Network Management, IT Security, Mobile Application, Cloud Computing, E-Commerce, Health-care, Machine Learning, Software Testing etc.

Hyderabad Gaming Facility IMAGE (Innovation in Multimedia Animation Gaming & Entertainment) incubation Centre:

STPI has established IMAGE (Innovation in Multimedia Animation Gaming & Entertainment) incubation Centre at Hyderabad for gaming and animation industry. It offers state-of-the-art plug & play facility with private offices, preview theatre, Conference Hall with VC, secured network with adequate bandwidth & redundancy, DC for server co-location and software/tools for Animation and Gaming. Some success stories of IMAGE incubation are as PLAYZIO, ERS LABS, SAINA 3D, Cerium etc.

Semiconductor Measurement Analysis & Reliability Test (SMART) Lab

STPI in collaboration with Govt. of Karnataka has setup a STPI Semiconductor Measurement Analysis & Reliability Test (SMART) Lab at Bangalore. A first of its kind initiative driven by STPI enabling start-ups and semiconductor companies to test their chip designs locally and reduce product design cycle and operation costs. STPI SMART Lab is equipped with latest high-end Semiconductor Test, Measurement and Reliability Test equipment and is aimed at supporting the growth of design and hardware companies out of India.

Electropreneur Park

Electronic System Design and Manufacturing (ESDM) is one of the fastest growing sectors of the Indian economy. In order to support the new entrepreneurs of this industry, STPI in association with University of Delhi and Indian Electronics and Semiconductor Association (IESA) has set up an Electropreneur Park in the Delhi University campus.

The initiative will support 50 startups in ESDM space and aims to create at least 5 global companies over a period of five years. The park is focusing on local IP creation and indigenous product development resulting in increased domestic value addition and is witnessing a unique integration of academia, industry, government and other incubative supportive elements.

Till now, EP has created a rightful impact with a total of 17 start-ups benefiting in their respective entrepreneurial journey. At the outset of the 4th season, 14 products along with 12 prototypes have already been created with 5 IPRs and 4 provisional patents filed which have culminated in funding, revenue generation and employment by these start-ups.

Centre of Excellences (CoEs):

To ensure India builds leadership in the emerging sectors of IoT, BlockChain & FinTech, Artificial Intelligence, Augmented & Virtual Reality, Medical Electronics & Healthcare, Gaming & Animation, Machine Learning, Data Science & Analytics, Cyber Security, Chip Designing, ESDM, etc and to build next wave of budding entrepreneurs, Govt. of India recently announced setting up of Centre of Excellences in specific domains spread across India. These CoEs aim at providing structural and fundamental support with right mix of awareness, training, hand holding, lab and incubation support etc in collaboration with suitable partners in various parts of country. The CoEs will be setup in collaborative approach by STPI and shall act as single-window facilitation centres to extend requisite lab support, funding & mentoring. The CoEs will have dedicated Chief Mentor & Eminent experts who would also act as brand ambassador of particular CoE. Following are the currently operational CoEs:

CoE in Virtual & Augmented Reality at Bhubaneswar:

STPI in collaboration with various stakeholders is setting up VARCOE at Bhubaneswar. Virtual/Augmented Reality COE (VARCOE) is focused at creating a high potential ecosystem for carrying out R&D activity in VAR, immersive visualization & applications.VARCOE will give impetus to R&D, skill development, manpower creation through innovative education program & foster technology incubation and entrepreneurship in IT & ESDM sector.

CoE in IoT and Electronics Products CoE at Bengaluru: STPI in collaboration with various stakeholders is setting up CoE in IoT and Electronics Products at Bengaluru. STPI IoT will focus on sectors like Health, Education, Automotive, Defence, Aeronautics, Industrial, Agriculture etc.

Promotion of Small and Medium Entrepreneurs:

STPI has been promoting SMEs and their cause by offering incubation services, organizing events, sponsoring/co-sponsoring events, participation in events and export promotion efforts.
